 Edward Samo is the principal of Samo Lawyers. In addition to being a lawyer, Ed holds a Bachelor of Architecture (Hon), Master of Engineering, and
Graduate Diploma in Building project Management.
Ed has 30 years experience in the building construction area, ranging from design to construction, project management of medium to large projects, and legal arena.
With changes to the builders’ warranty insurance relating to domestic building construction in 2002, Ed moved from a national law firm to the Building Commission, and set up and managed the Dispute Resolution Unit for over 5 years.
The key functions of this Unit were:
- consideration of the contract documents, drawings and specifications
- interpretation of, and compliance with, the requirements of Building Code of Australian and Guide to Standards and Tolerances
- identification of the technical issues and preparation of inspection reports
- assistance in the conciliation of disputes
Ed is a Mediator accredited with the Institute of Arbitrators and Mediators Australia. Ed is also a Mediator at VCAT and on the external Panel of Mediators at the Magistrates' Court of Victoria.
Ed is also an Adjudicator, accredited with Adjudicate Today, and is authorised to carry out adjudication of claims in Victoria under the Building and Construction Industry Security of Payment Act 2002.
Ed is involved with many professional associations, and has made numerous presentations to those associations, builders, and general public on the Building Advice and Conciliation Victoria (BACV) dispute resolution process, and more recently on the new Guide to Standards and Tolerances 2007.
On behalf of the Building Commission, Ed was responsible for the preparation and publication of the Guide 2007 together with a panel of building industry associations that he chaired. Ed also managed the process of acceptance and adoption and use of this document in three other jurisdictions of NSW, Tasmania and ACT.
